The other four “have effectively remediated these violations,” deputy State Department spokesperson Vedant Patel said Monday. The US is still deciding whether to restrict assistance to the remaining unit – reported to be the ultra-Orthodox Netzah Yehuda battalion. They have submitted additional information as it pertains to that unit, and we’re continuing to have those conversations,” Patel said. Patel also declined to detail the units or speak about specifics of the remediation process.

CNN —Hundreds of armed Israeli settlers stormed a village in the occupied West Bank on Friday, setting fire to several homes and cars in one of the largest attacks by settlers this year, according to Palestinian officials. According to Abu-Alia, Israeli security forces had informed Palestinian officials that the settlers were looking for an Israeli teenager who had gone missing earlier in the day. CNN —A doctor at a field hospital for detained Palestinians at Israel’s Sde Teiman army base has described “deplorable conditions” and “routine” amputations due to handcuff injuries, according to an exclusive report from the newspaper Haaretz. “Just this week, two prisoners had their legs amputated due to handcuff injuries, which unfortunately is a routine event,” the doctor said in the letter, according to the Haaretz report on Thursday. CNN spoke to a source who has a medical background and previously visited the Sde Teiman field hospital. The medical source highlighted the systematic “dehumanizing” of detainees at the field hospital, which they described as a large “tent” that is “not insulated” from the elements. “We were asked not to use our names,” the medical source told CNN, adding that the Gazan prisoners were identified by serial numbers, rather than their names.

London CNN —McDonald’s will buy every one of its 225 franchise restaurants in Israel, it announced Thursday, just weeks after saying that the Israel-Hamas war was hurting its business. The fast food giant said it had struck an agreement with Israeli franchise Alonyal to buy the firm’s McDonald’s (MCD) franchise restaurants in the country. The vast majority of McDonald’s stores around the world are run by local franchise operators. Many McDonald’s operators in the wider region quickly distanced themselves from the Israeli firm’s actions. Franchise groups in Kuwait and Pakistan, for example, issued statements saying they did not share ownership with the Israeli franchise.

Russia knows it has a terrorist problem, despite its deflection and spin to preserve Putin’s image, but his priorities are elsewhere. Russian intelligence also suffers from systemic failings in recognizing, penetrating and dismantling terrorist cells, failings that stem from doctrine and a deliberately stovepiped structure that obstructs information sharing and agility. FSB officers will coerce, threaten and intimidate potential sources with diminishing returns that will only fuel ISIS-K recruitment and fundraising, which is no doubt seeing a surge from its Moscow attack. Russian intelligence will be left to depend on the unwilling, ill-informed or duplicitous. At the Islamic State’s height, Tajik Gulmurod Khalimov commanded its Iraqi capital of Mosul.

CNN —The Kremlin’s security services were aware of an ISIS threat days before a deadly attack on a concert hall near Moscow, Russian intelligence documents obtained by a UK-based investigative organization suggest. The Dossier Center is a Russian investigation group backed by Mikhail Khodorkovsky, an exiled former Russian oil tycoon turned Kremlin critic. “Even before the attack on Crocus City Hall, a source close to the intelligence services told the Dossier Center about this,” it added. The following year, German police arrested several people from Tajikistan accused of plotting an attack on Cologne Cathedral, according to the Dossier Center. According to the Dossier Center, Russian law enforcement was monitoring all these reports and “considered the risk” to Russia.

The number of Palestinians in Israeli prisons has swelled since the Hamas-led Oct. 7 attack and Israel’s subsequent invasion of Gaza. In Gaza, Israeli troops have arrested hundreds of people in the search for fighters, the Israeli military says, while security forces in the occupied West Bank have conducted an enormous crackdown that they say is intended to root out militants. But rights groups say that the arrests are often arbitrary, that the conditions in which Palestinians are held can be inhumane and that the spike in the number of reported deaths is concerning. Israel says the imprisoned Palestinians, who include avowed senior militants convicted of brutal attacks, are treated in accordance with international standards. The detainees are a focus of one of the war’s most watched issues: negotiations for a cease-fire in Gaza.
